Score a notice 0-100, decide Go/No-Go, write letter and matrix, keep approval mode. The desk never posts alone.
Collecting is not enough. You must decide, then write. Navin Tenders attaches score, Go/No-Go and the dossier to the same notice.

Score 0-100
The score is deterministic:
- Technical: craft aliases (data, decisionnel, BI, cloud, AI)
- Country: profile vs notice country
- Budget: below the floor = penalty
- Deadline: below the minimum (default 10 days) = No-Go
No LLM invents the number.
Go / No-Go
go is false if the score is under the bar (default 70) or the deadline is too short. The reason is readable on the dossier.

The dossier
The writer produces:
- letter, summary, architecture, planning and method (rewritten if the Settings docs role is routed)
- references and extracts from Word/PPT models, reuse slides and PDFs
- a requirement-by-requirement compliance matrix and a downloadable Word/PPT pack
- review: you study the draft, leave remarks if needed, then approve
- a clarification or follow-up mail
No figure, client or certificate that is not on file. The dossier is ready to review, not an automatic portal filing. Detail: /docs/studio/tenders/write.
Approval
Default send mode is approval. The desk does not post the public bid. You submit on PLACE, TED eSender, SAM, Etimad, and so on.
Decision FAQ
Can we switch to autonomous?
Yes for internal drafts. Not for a public deposit. The product refuses auto-post.
What if budget is missing?
The score says so. Many official notices have no amount. That is normal, not an invention.

Frequent mistakes
- Letting an LLM invent the score.

A dossier is ready when:
- Score and Go/No-Go are readable.
- The letter cites the exact notice title.
- The matrix covers gaps, not lorem.
- A human clicked approval.
- Deposit happens on the buyer portal.
Count the time from Collect to that readable dossier. ROI is the end of TED / aggregator / Word round-trips.
